The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.

Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

The post is located in the Geneva Office of the United Nations Joint Staff Pension Fund.

工作内容

Under the direct supervision of the Chief of Finance, Client Service and Records Management Section (FCSRMS), and the general supervision of the Chief of the UNJSPF Office in Geneva, the incumbent performs the following main duties:

1.Supports the Management of the Finance, Client Servicing and Records Management Section (FCSRMS) by:
a) Organizing work in accordance with best management practices, ensuring delivery of client services in the most efficient and timely way possible;
b) Overseeing the work of the staff, communicating clear goals/standards, regularly prioritizing and re-prioritizing work as needed, ensuring that all procedures relating to the Section are clearly and concisely documented;
c) Ensuring consistent and uniform application and interpretation of Fund's Regulations, Rules and Pension Adjustment System. Providing authoritative interpretations, guidance and advice to staff, participants and beneficiaries with respect to the financial implications of choices to be made under the Fund's Regulations with particular regard to estimates of entitlement, including those exercisable under the two track feature of the pension adjustment system, the value of transfers of pension rights and the potential impact on the value of future benefits of decisions regarding validation and restoration and advising on the mechanisms in place for giving effect to such choices;
d) Preparing, organizing and monitoring monthly performance reports on the Section with a view to enhancing productivity and determining the most efficient way to service the Fund's constituents;
e) Formulating and updating of procedures and guidelines for processes of the section in coordination with Financial Services Section and Client Servicing and Records Management
Section in UNJSPF/New York to safeguard harmonized processing to ensure clients receive consistent advice and guidance with regard to the potential financial consequences of their
choices under the various options under the Fund's Regulations.

2. Performs administrative functions and other special duties as required:
a) Undertakes, at the request of the Chief of FCSRMS, and/or the Chief of the UNJSPF Geneva Office, special projects, such as surveys of clients wishes and expectations, evaluation
of services provided, management of the web page, with particular regard to the estimate features;
b) Liaises with chiefs of other sections on work-flow, timetables, new developments and new projects;
c) Liaises with Management and other sections on current developments affecting the work of the section;
d) Participates in the recruitment and selection of the personnel and in the recommendations for promotion; evaluation of work performance and discussions with staff.
e) Acts as OIC of the Section in the absence of the Chief of FCSRMS.

3.Help Manage Emergency Fund cases by:
a) Reviewing requests for assistance in accordance with provisions of Fund's Procedures, which stipulate the requirements for eligibility and the procedure established for the granting of aid from the Fund;
b) Making recommendations to the Chief of the Geneva Office for approving or rejecting requests, and communicating the decision to the requesting parties;
c) Liaising with the Secretaries of Staff Pension Committees of member organizations and/or Association of Former International Civil Servants (AFICS) or individual retiree associations,
which would include advice as regards UNJSPF policies and procedures;
d) Providing input to statistical tables for inclusion in the Board's report to the General Assembly.

4. Being in charge of training activities for participants and beneficiaries in the various UN organizations serviced by the Geneva office and for staff working in the pension and related area in the agencies and UN organizations.

Advanced university degree (Master or equivalent degree) in finance, management or related area. A first level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

工作经验

A minimum of seven years of experience at the national or international level in the area of employee benefit schemes, preferably within the United Nations Common System or organizations in the public sector is required. Leadership and management experience in supervising staff in a diverse multinational and multicultural environment is required. Experience in client management is desirable.

English and French are working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another official UN language is an asset.
