北京留信信息科学研究院留学生学术诚信信息认证中心（CSCSS®） 与美国国际高等教育质量保障协会（QAHE） 在北京正式签署战略合作（MOU），标志着双方将在全球教育质量保障、学习成果认证、非正规教育转化与数字身份体系建设等领域开展深度合作，共同推动全球教育质量互认与创新发展。

Beijing CSCSS® and the International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE) have officially signed a strategic cooperation agreement (MOU) in Beijing. This partnership signifies deep collaboration in global education quality assurance, learning outcome certification, informal education transformation, and digital identity system development, jointly promoting global recognition and innovation in education quality.

The signing ceremony was attended and completed by QAHE Director Abou Seada and CSCSS President Chenyu, Ph.D. Both parties reached a high level of consensus on key issues, including educational technology, international certification mechanisms, and blockchain-based credentialing.

UNESCO 于 1972 年发布《学会生存》（福雷报告），首次提出“终身教育”理念；1996 年《德洛尔报告》提出教育四大支柱：学会认知、学会做事、学会共处、学会生存。
