This position is located in the Methodology, Education and Training Section (METS),Thematic Engagement, Special Procedures and Right to Development Division, Office of the High Commissioner for Human Rights (OHCHR). The incumbent reports to the Chief of Section or designated official.

Within delegated authority, the Knowledge Management Officer will be responsible for the following duties:

• Spearheads efforts to implement priority initiatives under the OHCHR Organizational Effectiveness Strategy on Dynamic Knowledge, including by drawing on OHCHR Network on Dynamic Knowledge. Consults widely to scout for novel ideas, including by setting up and running ideas generation platforms, and make proposals to improve organizational culture, tools and systems to support dynamic knowledge generation and sharing.
• Promotes improved institutional creation, accessibility and sharing of human rights knowledge at OHCHR.
• Selects and implements appropriate tools, approaches and techniques that address OHCHR needs to create, access and share knowledge across units and duty stations.
• Designs and takes part in the implementation of relevant learning programmes for OHCHR staff.
• Provides targeted support to staff, field presences and sections with the aim of improving knowledge sharing across OHCHR.
• Coordinates with other closely-related OHCHR initiatives in order to avoid duplication and optimize processes.
• Assists in the development of partnerships to promote dynamic knowledge and innovation at OHCHR, participates in UN knowledge management networks and fora, and keeps abreast of developments and good practices both within the UN system and among external partners.
• Periodically assesses the implementation of the Organizational Effectiveness Strategy on Dynamic Knowledge, and reports on its progress.
• Perform other duties as required.

Professionalism: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training Knowledge of policies, tools, approaches and practices related to knowledge and information management. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Technological awareness: Keeps abreast of available technology. Understands applicability and limitations of technology to the work of the office. Actively seeks to apply technology to appropriate tasks. Shows willingness to learn new technology.

Advanced university degree (Master's degree or equivalent degree) in information science or a related discipline or in a human rights related field. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Additional courses, certifications or training in the area of information and knowledge management are desirable.

工作经验

A minimum of seven (7) years of progressively responsible experience in information/knowledge management, preferably in the area of human rights is required.
Experience within the UN system will be an asset.
Experience in the area of managing innovation processes and platforms and overseeing the development and implementation of new tools or work methods will be an asset.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English or French is required, knowledge of the other is desirable. Knowledge of another United Nations official language is an advantage.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
