Extension of the appointment is subject to extension of the mandate and/or the availability of funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The incumbent will report to the Unit Coordinator and the Chief of the Special Procedures Branch.

Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties:

- Assists in monitoring the situation regarding one or several thematic phenomena worldwide through analysis of incoming information from governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals;
- Assists the mandate-holder (Special Rapporteur / Independent Expert / Working Group members) in fact-finding missions, including preparation of the mission, drafting of mission reports and follow-up to implementation of recommendations;
- Provides support to the mandate holder in drafting annual reports to the Human Rights Council and the General Assembly, if applicable; following-up on implementation of decision rendered by policy-making organs;
- Prepares correspondence for mandate-holders with governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals;
- Drafts oral presentation for the annual reports, as well as other presentations on the mandate;
- Liaises with other OHCHR thematic and with geographic desk officers and with other human rights mechanisms;
- Liaises with representatives of governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals in connection with the mandate;
- Undertakes research relating to the mandate;
- Performs any other duties as assigned by the Unit Coordinator.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyse information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作经验

At least 2 years of progressively responsible experience in the area of human rights is required.
A minimum of one year experience with human rights mechanisms is an asset.

语言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Fluency in French or Spanish is also required. Knowledge of another UN language is desirable.

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
