This position is located in the Enterprise Programme Management Section (EPMS) of the Office of Information and Communications Technology (OICT) in United Nations Headquarters (UNHQ), New York. The incumbent reports to the Chief of Section.

Within delegated authority, the Associate Contracts Management Officer will be responsible for the following duties:
• Assists the Section Chief in planning procurement actions for assigned projects, which typically involves the procurement of a select group of technically complex commodities or services, reviews information and communications technology (ICT) contracts with vendors and service providers, coordinates with the Procurement Division in establishing, renewing and extending contracts and identifies optional courses of action.
• Assists with development and implementation of operational plans, standard operating procedures, contract compliance checklists, quality assurance and implementation plans to monitor and oversee contract administration and management activities.
• Reviews and analyzes technical specifications to ensure completeness, accuracy and competitive qualities, provides input to statement of works/requirements, including articulation of performance standards, key performance indicators and development of technical evaluation criteria.
• Assists staff in matters regarding procurement and contracts management policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs.
• Compiles and presents procurement data by monitoring existing contracts, analyzes sources of funding for established contracts, evaluates resource requirements, develops a requisitioning schedule for the next fiscal period and provides inputs for budget and acquisition planning.
• Develops vendor pre-qualifying criteria, identifies product sources and evaluates vendor performance as regards quality, prices, delivery, equipment, etc.
• Solicits and evaluates bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements.
• Participates in the development of contract risk assessment and risk management plans, including mitigating measures.
• Participates in market supplier research, consults with the Procurement Division (PD) in developing a procurement strategy and coordinates with PD on all contract administration and management matters.
• Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations.
• Proposes innovative solutions to resolve any vendor-related issues, liaises with other offices, departments, and entities, including the Office of Legal Affairs, in relation to handling of claims and disputes, and other contractual remedies.
• Prepares a variety of reports, correspondence, and documents (e.g., memoranda, contracts and amendments), drafts relevant audit responses as required, maintains electronic and hard copy files and records to ensure proper accountability.
• Performs other duties as required/assigned.

An advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, law or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
工作经验
A minimum of two years of progressively responsible experience in procurement, contract management, administration or related area is required. Experience in business administration, supply chain, logistics support or project management is desirable. Experience in the implementation and execution of contracts for the supply of goods and services at the international level is desirable. Experience working in support services in an international peacekeeping or international field operation is desirable.
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
