The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with the obligations under the Montreal Protocol. The Fund Secretariat, located in Montreal, assists the Executive Committee in this task (www.multilateralfund.org). The Secretariat is administered by UN Environment.
This post is located in UN Environment/MLF at the Montreal duty station.
工作内容
Under the direct supervision of the Chief Officer of the Multilateral Fund and under the overall supervision of the Executive Director of UN Environment, the incumbent will perform the following tasks: 1) Advising and participating with the Chief Officer in the formulation and implementation of the Multilateral Fund operational policies and strategies by inter alia: a) Coordinating the implementation of the Multilateral Fund strategic plan, operational policies, evaluation criteria and guidelines to ensure the quality of the operations of the Fund, and the financial viability and technical feasibility of project proposals for phasing out substances controlled by the Montreal Protocol; b) Overseeing the incorporation of policy decisions and strategic guidance particularly in project proposals; c) Supervising the development of the programme and budget of the Multilateral Fund and overseeing its implementation; d) Interacting with high level representatives of the bilateral agencies and implementing agencies (UNDP, UN Environment, UNIDO and the World Bank) of the Multilateral Fund on operational policies and guidelines, and providing strategic guidance and technical advice to the Senior Programme Management Officers of the Fund Secretariat on project review and resource allocations. 2) Advise and provide major input into the organization of Executive Committee meetings by: a) Identifying and prioritizing issues of interest to Executive Committee members; b) Developing and managing evaluation systems related to technical assistance programmes and investment projects to facilitate the coordination of working modalities with the bilateral and implementing agencies; c) Maintaining effective high level liaison with senior representatives of the Executive Committee, Parties to the Montreal Protocol, and other organizations; d) Managing relations with Article 5 countries. 3) Managing the operation of the Multilateral Fund and submission of documents for consideration by the Executive Committee by: a) Guiding and preparing policy papers on issues arising from the review of project proposals and the operation of the Multilateral Fund; b) Supervising the review of submissions of work programmes, project proposals and other documents by the bilateral and implementing agencies; c) Providing leadership in fostering United Nations values and privileges through setting performance objectives and standards for the technical review team, conducting appraisal systems and establishing short and long term goals; d) Deputizing for the Chief Officer and performing any other tasks as assigned by the Chief Officer on the day to day management and operation of the Fund Secretariat.

专业要求
Advanced university degree (Master's degree or equivalent) in environmental sciences, chemical industrial process engineering, economics, industrial/business administration, or any other relevant field is required. A first university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
工作经验
A minimum of 15 years of professional working experience related to review and evaluation of industry-related project proposals, policy development on technical issues; modeling and strategic planning; with at least ten years at a senior level preferably at the international level is required. Experience in dealing with international organizations and national governments (in particular from developing countries) as well as extensive knowledge of UN and UN Environment policy and decision making structure, is desirable. Excellent computer skills (Microsoft Office, email, Internet) are required.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
