This position is located in the Office of the Chief, Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The Crime Prevention and Criminal Justice Officer will report to the Programme Management Officer, and work under the general guidance of the Chief of Branch.

Within assigned authority, the incumbent will be responsible for the following specific duties:

•Provide substantive and organizational input for the implementation of the programme of work of OCB, specifically with a view to promoting the ratification and implementation of the United Nations Convention against Transnational Organized Crime (UNTOC), its three Protocols and the international drug control conventions;

•Draft and/or coordinate the preparation of documentation and provide substantive servicing to intergovernmental bodies in areas of crime prevention and criminal justice, including, the Conference of the Parties to the United Nations Convention against Transnational Organized Crime; Commission on Narcotic Drugs; the Commission on Crime Prevention and Criminal Justice; General Assembly; United Nations Economic and Social Council, and other legislative and technical bodies as well as their subsidiary bodies. Participate and assist in the substantive and administrative servicing of the meetings of those bodies;

•Provide and/or coordinate substantive inputs on matters related to the OCB Global Programmes and to the overall work of the Division and UNODC;

•Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, summary reports etc.;

•Draft parts of or contribute to the preparation of the necessary programme or project documents and reports at the Branch level, such as progress reports, work plans, programme budget, programme performance reports, etc.;

•When requested, assist in the recruitment of personnel for the Branch by coordinating/conducting panel interviews, by evaluating candidates' applications and qualifications, by drafting/finalizing substantive recommendations and reports for submission to the Human Resources Management Service (HRMS) and/or Central Review bodies, by drafting terms of reference/job descriptions, etc.;

•Perform other work related duties as assigned.

Has knowledge of policies and practices in international drug control and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Advanced university degree (Master's degree or equivalent) in international law, international relations or political science is required. A first-level university degree in similar fields in combination with 2 additional years of qualifying relevant experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible professional experience in the area of crime prevention and criminal justice, international relations or international law is required. Work experience in supporting policy and programme development and providing technical assistance in the area of crime prevention and criminal justice is required. Experience in substantively servicing intergovernmental bodies is required. Experience within the United Nations system or similar international organization is highly desirable. Experience in international cooperation in criminal matters is highly desirable. Legal drafting experience is desirable.

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in another United Nations official language is highly desirable.
