This position is located in the Office of the Under-Secretary-General (OUSG) for Management Strategy, Policy and Compliance. The Department of Management Strategy, Policy and Compliance (DMSPC), based out of UN Headquarters in New York, plays a critical role in realizing the Secretary-general’s vision of a more agile, effective, transparent, accountable, decentralized and people-focused United Nations that supports renewed vitality and innovation and that empowers management, staff and partners to better deliver on organizational mandates.

The incumbent of the position reports, through the Director, to the Under-Secretary-General for Management Strategy, Policy and Compliance.

OUSG provides supports and advice to the Under-Secretary-General and, as appropriate, to the Assistant Secretaries-General in the Department on the planning, coordination, management and assessment of the programme of work of the DMSPC.

Under the overall guidance of the Director, the Special Assistant will be responsible for the following duties:
•Provides expert advice to the USG/DMSPC on a wide range of issues related to the functions and responsibilities of the Department.
•Coordinates with the relevant offices of DMSPC on the progress, timely delivery and accomplishments of the programmatic mandate by ensuring that there is clear and timely communication between the Under-Secretary-General and the Assistant Secretaries-General and other senior officials of the Department. This interaction is on behalf of the USG, and may take the form of regular, periodic meetings or ad-hoc briefings aimed at ensuring that the relevant stakeholders are appropriately informed on the work of the Department. Assists in the preparation of and follow-up on meetings of senior officials of the Department.
•Coordinates policy development; reviews the assessments of issues and trends, monitors the implementation of management and policy decisions across DMSPC functional areas, preparation of evaluations or research activities and studies.
•Provides substantive and analytical input in the preparation of position papers and reports for presentation to intergovernmental bodies; prepares various written outputs for the USG such as policy statements, briefing notes, background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
•Supports the USG in meetings of inter-governmental bodies and member state representatives including preparation of relevant materials, documentation and presentations.
•Directs substantive support to various other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Oversees the flow of correspondence addressed to and originating from the Under-Secretary-General.
•Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
•Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff.
•May perform other duties as required.

Advanced university degree (Master's degree or equivalent degree) in business administration, management, economics, or a related field. A first-level degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. Experience in a multi-cultural, international setting is required. Experience in senior office assignments in international organizations, including a Front Office setting is desirable. Experience in policy formulation and organizational reform is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an advantage.
