The post is located in the Forests, Land and Housing Division of the United Nations Economic Commission for Europe (UNECE). The Division implements two programmes of work:

1.The joint UNECE/FAO (Food and Agriculture Organization) Integrated Programme of Work on forests in the ECE Region, delivers the Secretariat of the UNECE Committee on Forests and Forest Industry, and the FAO European Forestry Commission, and their joint subsidiary bodies;

2.The programme on Housing and Land Management, facilitating the Secretariat to the UNECE Committee on Housing and Land Management and its subsidiary bodies.

In addition, all UNECE Divisions are required to substantively contribute to work in ‘Nexus Areas’, to support the implementation of the UN SG reform and the 2030 Agenda.

Within delegated authority, and under the general supervision of the Executive Secretary of the UNECE, the incumbent will be responsible for the following duties:

1.Ensures the implementation of the Joint UNECE/FAO Forestry and Timber programme of work in an effective and timely manner by:
a.Supervising the planning and implementation of the Timber and Forestry programme of work including the meetings of the ECE Committee on Forests and the Forest Industry, the FAO European Forestry Commission, the Joint UNECE/FAO Working Party on Forest Economics, Statistics and Management, and eigth joint UNECE/FAO Teams of Specialists (TOS);
b.Developing activities to support implementation by Member States of forest-related Sustainable Development Goals and the Rovaniemi Action Plan for Forests in a Green Economy;
c.Overseeing implementation of the UNECE/FAO agreement for support to the joint programme of work and promoting close coordination with FAO, our principal partner in this programme;
d.Ensuring cooperation with, and significant contributions to, regional and global processes such as UNFF (the United Nations Forum on Forests) and Forest Europe as well as cooperation with the wide range of industry associations and NGO’s active in the sector and the region;
e.Developing inter-sectoral activities between this and other UNECE subprogrammes;
f.Oversee the negotiations of legally binding agreements regarding forests in Europe.

2.Ensures the implementation of the Housing and Land Management programme of work in an effective and timely manner by:
a.Supervising the resources allocated, including planning and implementing of the Housing and Land Management (HLM) programme of work, the meetings of the Committee on Housing and Land Management, the Working Party on Land Administration and the Real Estate Market Advisory Group;
b.Managing the implementation of Housing and Land Management Country Profiles and related follow-up activities;
c.Developing activities to support the implementation by Member States of related Sustainable Development Goals and the Geneva UN Charter on Sustainable Housing;
d.Encouraging measures to increase effective cooperation with other UNECE subprogrammes, other UN organizations including UN HABITAT and relevant NGOs and industry associations.

3.Provides effective management to the Forests, Land and Housing Division and its subprogrammes by:
a.Implementing effective staff and work planning, including monitoring processes, programme and project evaluations;
b.Developing communication and promotion strategies within the Division and externally;
c.Fostering teamwork and communication among staff in the Division and across organizational boundaries;
d.Monitoring the efficient administration of human and financial resources for both the regular budget and extra-budgetary resources, including timely preparation of budgets and related reporting;
e.Fundraising for extra-budgetary resources to support the implementation of the programmes of work and associated capacity building activities;
f.Implementing UNECE Human and Financial resources policies;

4.Contributes to the strategic management, policy coherence and visibility of UNECE by:
a.Contributing to management discussions and decisions;
b.Participating in UNECE Directors Meetings and supervising follow-up actions;
c.Responding in a timely and effective manner to requests from OES;
d.Implementing decisions by the UNECE Executive Committee (EXCOM) that are of relevance to the work of the Division.

5.Performs other related duties as required.

In- depth knowledge of regional and international processes in at least one of the two following areas: a) sustainable forest and land management and b) sustainable housing and land management. Advanced university degree (Master's degree or equivalent degree) in sustainable development, economics, natural resources management, urban development or related field is required. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of 15 years of progressively responsible work experience in sustainable development is required, of which at least 10 years in sustainable forest management or forest economics and/or sustainable urban development and/or housing and land management or sustainable use of environmental resources and/or a related field. A minimum of 5 years of international policy formulation or implementation is required. Practical experience as team leader, planning and managing the work of others, is required. Experience in supporting intergovernmental meetings and negotiations of environmental related agreements is desirable.
