The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. The Convention on Biological Diversity was opened for signature in Rio in 1992. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity, Implementation Support Division. Under the overall supervision of the Executive Secretary and the direct supervision and general guidance of the Head of the Division, the incumbent will perform the following duties:

A. Lead the work of the Secretariat on national biodiversity strategies and action plans (Article 6 of the Convention) and on national reporting (Article 26) by advancing coherent and efficient approaches and processes and promoting synergies with related multilateral environmental agreements to facilitate the efforts of Parties in responding to their obligations under these provisions and by guiding the analysis and communication of information derived from Parties’ responses for a range of users and purposes.
B. Lead the integration of scientific information, data and indicators for the monitoring, review and reporting on progress towards strategic objectives established under the Convention and other relevant intergovernmental processes by providing guidance to and engaging with scientific networks, partners and processes active in monitoring and scientific assessments relevant to biodiversity and sustainable development.
C. Initiate, organize and facilitate the timely preparation of deliverables on monitoring, review and reporting in the context of the Convention for meetings, expert processes and events under the Convention or other relevant fora.
D. Guide the further development of mechanisms for the review of implementation of the Convention; represent the Secretariat in activities and events related to monitoring, review and reporting.
E. Guide the further development of mechanisms for the review of implementation of the Convention represent the 15% Secretariat in activities and events related to monitoring, review and reporting.
F. Assume the overall leadership of the Monitoring, Review and National Reporting unit and oversee and be accountable for the planning and implementation of its work programme and budget, reporting and evaluation; contribute to the overall management of the Secretariat; perform other duties as required.

Guides research and assessment activities of scientific partners with a view to preparing regular assessments of status and trends in, and threats to, biodiversity. Leads the preparation of analyses of biodiversity outcomes and status of implementation in support of the work of the Conference of the Parties and its subsidiary bodies. Advanced degree in social sciences, planning, law, economics, international relations, environmental or biological sciences, or natural resources is required. A first level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of ten years of progressively responsible experience in relevant fields of work, e.g. national governments, international aid and development agencies, research institutions and/or non-governmental organizations, of which five years in an international context is required. Experience within the United Nations system is an advantage.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of other UN languages is an advantage.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
