The position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and availability of funds.

This position is located in the Strategic Communications Branch (SCB), Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA's communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Strategic Communications Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Public Information Officer reports to the Chief of Branch and is based in New York.

Within delegated authority the Public Information Officer will be responsible for the following duties:
• Design, implement and coordinate the development and production of internal communications and awareness strategies and campaigns.
• Coordinates the development and implementation of internal communications content to explain priority issues and/or major events, to include drafting multimedia presentations, and other communication products, coordinating efforts, monitoring and reporting on progress, and taking appropriate follow-up action.
• Assist on internal management communications and staff engagement through regular messages, videos, meetings and other platforms.
• Undertakes activities to promote media coverage (e.g. press conferences, interviews, press seminars and other special activities) of priority issues and/or major events, to include development of an internal communications strategy and action plan, initiating pro-active outreach efforts, proposing and arranging meetings and engagement opportunities, disseminating materials and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.
• Produces or oversees production of a specific type or types (e.g. multimedia, web, print, broadcast, etc.) of information and corporate communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.
• Prepares, on the basis of official UN guidelines and other sources, initial drafts of articles or stories for inclusion in OCHA corporate sites, reports and other communication products.
• Initiates and sustains professional relationships with key constituencies.
• Reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc.
• Participates in selecting the information transmitted to key constituencies.
• Provides guidance to, and may supervise, more junior staff.
• Other tasks as required.

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration, digital media, marketing or related area is required. Experience in designing and writing various communications materials and related documents for targeted audiences is required. Experience working in internal communications within an international organization is desirable.

语言要求

For this vacancy fluency in English (both oral and written) is required. Knowledge of French or Arabic is desirable. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
