Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Appointment against this position is for an initial period of one year.

This position is located in the Headquarters Client Support Service (HQCSS), Division of Administration (DOA), Department of Operational Support (DOS), New York. The Human Resources Officer reports to the Senior Human Resources Officer, DOS.

Under the overall supervision of the Executive Officer, the HQCSS also provides administrative support to the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict, the Office of the Special Representative of the Secretary-General on Violence Against Children, the Office of the Special Representative of the SecretaryGeneral on Children and Armed Conflict, the Ethics Office, the Global Compact Office, the Human Security Unit, the Office of Administration of Justice, the Office of Information and Communications Technology, the Office of the United Nations Ombudsman and Mediation Services, the Office of Special Envoy for Haiti, the Office of Victims' Rights Advocate, the Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, the United Nations Office for Partnerships, as well as to the liaison offices of the United Nations Office on Drugs and Crime and the United Nations Convention to Combat Desertification in New York.

In line with the Secretary-General's management reform effective 01 January 2019 DOS will focus on operations, services, transactions and surge support to entities in weak environments. It will service and support the entire Secretariat - at Headquarters, the regional commissions and offices away from Headquarters and in the field.

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

GENERAL:
• Provides advice and support to managers and staff on human resources related matters.
• Prepares special reports and participates and/or leads special human resources project.
• Keeps abreast of developments in various areas of human resources.

RECRUITMENT AND PLACEMENT:
•Identifies upcoming vacancies in coordination with client offices.
•Prepares job openings, reviews applications, and provides a short-list to those offices.
•Reviews recommendation on the selection of candidate by client offices.
•Prepare and presents cases to the CR bodies.
•Monitors the work of the HR Partners in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
•Supervises the maintenance of the human resources filing system.
•Organizes and coordinates the UNHQ Internship Programme in DOS and other HQCSS clients.

ADMINISTRATION OF ENTITLEMENTS:
•Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
•Administers and provides advice on salary and related benefits, travel, and social security entitlements.
•Submits requests for transactions to his/her HR Partners.
•Reviews the applications for internship programmes, handles correspondence with applicants.

STAFF DEVELOPMENT AND CAREER SUPPORT:
•Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories.
•Designs, plans, monitors and provides induction orientation programme and briefing to new staff members.
•Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system.

OTHER DUTIES:
•Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
•Prepares classification analysis of jobs in Professional and General Service and related categories.
•Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
•Perform other duties as assigned by the supervisor.

An advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience with web-based recruitment platforms, such as Inspira, Peoplesoft/Oracle, is desirable. Experience in the HR module of an enterprise resource planning system, such as Umoja (SAP), is desirable. Experience managing staffing tables using IT platforms such as Nova/Nucleus is desirable. Experience in providing advice to clients on the interpretation and application of policies, regulations and rules and recruitment activities is desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
