This position is located in the Operational Training Section (OTS), Capacity Development and Operational Training Service (CDOTS), Office of Support Operations (OSO), Department of Operational Support (DOS). The Programme Officer reports to the Team Leader. The focus of this position is the implementation, monitoring and evaluation of operational support capacity building, training and knowledge management programmes.
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other capacity development solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions.
The Operational Training Section (OTS) is responsible for supporting clients in the design, development and delivery of operational support capacity development programmes in the areas of human resources, finance, supply chain management, healthcare management, occupational health and safety and Informational Communication Technology, including training programs and knowledge management. The Section is also responsible for the design, development and delivery of senior leadership governance and resource stewardship programs and operational support to the delegation of authority framework.

Within delegated authority, the Programme Officer will be responsible for the following duties:
• Participates in the development, implementation and evaluation of various capacity development programs such as governance and resource stewardship, professional certification and operational support training program in various functional areas.
• Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Researches, analyzes and presents information gathered from diverse sources concerning governance and resource stewardship, operational support capacity development and training programs and knowledge management initiatives.
• Assists in development of operational support guidance, including the review and analysis of issues and trends related to capacity building and operational training, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives pertaining to capacity development and operational training; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc. pertaining to operational support capacity development and training.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities, develops communication and stakeholder engagement plans and uses other tools of effective project management in design and delivery of capacity building projects of various formats.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Supervises support staff, including distribution and review of work assignments, training, and inputs to performance evaluation.

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作经验
A minimum of five (5) years of progressively responsible experience in project/programme management or related area is required. Experience in developing interactive and participatory training programs is desirable. Experience in human resource learning and development is desirable. Experience in designing, developing and evaluating learning programmes using a variety of methodologies such as online, social media, face-to-face and blended learning is desirable.

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
