This position is located in the Sub-regional Office for Western Africa (SRO-WA) of the United Nations Economic Commission for Africa (UNECA) in Niamey, Niger. The Economic Affair Officer reports to the Director of the Office.
Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN's five regional commissions, ECA's mandate is to promote the economic and social development of its member States, foster intra-regional integration, and
promote international cooperation for Africa's development. Made up of 54 member States, and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions to address the
Continent's development challenges. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function.
The mandate of the Sub-Regional Office is to strengthen the capacity of member States to formulate evidence-based plans and policies in support of economic and social transformation in West Africa. To implement its mandate, SRO-WA contributes ECA's policy-oriented research, promotes its results of and facilitates linkages and information exchange between development actors in the region. Particular emphasis is placed on the analysis of economic and social development, with a focus on demographic dynamics for development and employment issues particularly on gender and youth; macro-economic policies and governance, regional integration dynamics; sustainable development and sustainable management of natural resources; food security; and innovation, data collection and knowledge management. The Sub-Regional Office for West Africa serves the following countries: Benin, Burkina Faso, Cabo Verde, Cote D'Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Nigeria, Senegal, Serra Leone and Togo. This post is located in the Economic Commission for Africa (ECA) Sub -Regional Office for West Africa (SROWA) in Niamey, Niger.

Responsibilities:
Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:.
Economic and Social analysis:
• Monitors economic developments in a defined area and identifies recurrent and emerging issues of concern to the United Nations.
• Designs and conducts studies of selected issues in economic development and draft resulting reports.
• Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
• Organizes expert group meetings, seminars, etc. on development issues.
• Prepares speeches and other inputs for presentations by senior staff.
• Work with socio-economic databases and qualitative information necessary for regular and ad hoc analysis of national, sub-regional, and regional societal and developmental trends and challenges;
• Draft inputs for policy papers, research and analytical studies on selected global, national, sub-regional, regional issues;
• Analyses option for fostering regional integration through trade, infrastructure and financial studies.
Intergovernmental support:
• Provides substantive support on economic issues to intergovernmental bodies (such as the Economic Community for the West African States, the West African Economic and Monetary Union) the regional commissions and the subsidiary bodies of each).
• Represents organizational unit at international, regional and national meetings.
• Provide advisory services to the member States, the RECs and NGOs in West Africa in his/her area of responsibility; and
• Conduct analytical and assist member countries in assessing progress towards internationally agreed development goals; intergovernmental and expert group meetings.
Technical cooperation:
• Designs and monitors technical cooperation projects.
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
• Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
• Conducts training seminars and workshops for government officials and others.
• Formulates technical modalities for the evaluation of individual technical cooperation projects.
• Prepare documentation for technical cooperation programmes and projects;
• Contribute to the preparation of material for the approval of regional, country or sector technical cooperation projects;
General
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
• Undertakes on-the-job and other training activities, both internally and externally. Contribute to and promote the results of the ECA's policy-oriented research.
• Assists in the organization and servicing of intergovernmental meetings, expert group meetings, seminars, etc. on economic issues;
Work implies frequent interaction with the following:
Staff within work unit/section; counterparts in other UN, regional and global development organizations. Senior officials in government, academia and research institutions.
Results Expected:
Prepares in-depth qualitative and quantitative analyses of diverse aspects of the development challenges faced by developing countries and economies in transition; formulates sound policy proposals; recommends project activities; develops well-designed programmes of analysis of development issues; provides guidance and leadership to less senior staff.

专业要求
Advanced university degree (Master’s degree or equivalent) in economics or related field is required. Ph.D. in economics, business administration, statistics, or related field is highly desirable. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience at an international organization is required. Experience in analyzing trends and policy challenges emerging in developing countries and knowledge society is desirable. Experience in writing research and analytical policy papers is an asset.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French is required. Working knowledge of English is desirable. Knowledge of another official language is an advantage.
