This post is located within the Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The Director reports directly to the Deputy Executive Secretary of ESCWA for Programme Support. Through appropriate delegation of authority, s/he is also accountable to the Under-Secretary General for Management for the implementation at ESCWA of UN Secretariat-wide administrative matters.

Within the framework of the broad delegation of authority with respect to various management functions, the Director of Administrative Services Division (ASD) is responsible for all administrative functions and for providing the requisite administrative support for carrying out the substantive work of the Commission effectively and efficiently. The Director of ASD will be responsible for carrying out the following:
1.Leads, supervises and carries out the work programme of ASD through the supervision of the Budget and Finance Section (BFS), the Human Resources Management Section (HRMS), the Information & Communications Technology Section (ICTS), the General Services Section (GSS), the Conference Services Section (CSS), Procurement and Library units. Prepares the work programme of ASD, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
2.Assists the Senior Management in the development and implementation of the administrative and financial framework and advises the Senior Management on all administrative questions and policies concerning the Commission, including budgeting, financial and administrative policy issues.
3.Oversees the administrative tasks necessary for the functioning of ASD. Co-ordinates and oversees the preparation of the Commission’s administrative budget using result-based budgeting and the related performance reports for presentation to the Programme Planning and Budget Division and the Advisory Committee on Administrative and Budget Questions,and other policy-making organs, as appropriate.
4.Supports senior management in : (i) submitting ESCWA’s budget proposals to the Office of Programme Planning, Budget and Accounts, ii) consulting with them on the submission to the General Assembly; iii) defending budget submissions to ACABQ, and iv) internal ESCWA committees aiming at full ESCWA participation in the Change Management Initiatives among others of the UN secretariat as a whole.
5.Coordinates and oversees the preparation of reports on administration and budget for presentation to intergovernmental bodies such as the General Assembly’s 5th Committee, the Committee for Policy Coordination (CPC) and the Advisory Committee on Administrative and Budget Questions (ACABQ); and the ESCWA Commission’s Sessions and Executive Committee.
6.Reports to intergovernmental bodies on budget/programme performance as appropriate, particularly those presented in biannual and/or annual reports.
7.Acts as focal point for internal and external audits, plans for timely compliance with audit recommendations and provides periodic progress report.
8.Acts as Certifying Officer for all regular and extra-budgetary accounts of the Commission.
9.Produces major complex reports for management, participates in ESCWA management meetings to provide advice on administrative, financial and human resources matters, advises the ESCWA Senior Management in negotiation of host government agreements (conferences and meetings away from Beirut) and their implementation.
10.Ensures that the outputs produced by ASD maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
11.Exercises delegated authority in the recruitment of staff, taking due account of geographical balance.
12.Fosters teamwork and communication among staff in ASD and across organizational boundaries.
13.Participates in international, regional or national meetings and provides administrative expertise on an issue, or holds administrative and organizational discussions with representatives of other institutions.
14.As requested by the Executive Secretary, represents the Division and ESCWA at international, regional or national meetings.

Advanced University Degree (Master's degree or equivalent) preferably in business or public administration, human resources management, finance, accounting, law, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field.

English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English is required. Fluency in written and spoken Arabic is desirable.
