Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This is a temporary position and will be available from 1 January 2019 to 30 June 2020. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a one-year appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Strategic Communications and Advocacy Section. The incumbent reports to the Chief of Section.

Within delegated authority, the Librarian will be responsible for the following duties:

• Effectively aligns ESCAP library services with overall institutional goals and direction.
• Oversees the selection of material for the development of collections; coordinates selections and departmental requests for materials, ensures their accordance with collection development policies.
• Catalogues abstracts and/or indexes complex scientific and technical materials that require in-depth treatment of subject matter or documents of a politically sensitive nature.
• Integrates and balances user and institutional needs, applying extensive experience with the management of commercial sources of information; maintains communication with networks in the relevant fields and with associations of library and information specialists.
• Evaluates adequacy of existing reference tools; implements new technologies in information and knowledge management to ensure that new tools developed for efficient access to information are accessible to staff throughout the Organization.
• Provides information and referencing support to ESCAP Office of the Executive Secretary, Divisions and Sections for intergovernmental activities including meeting servicing, review of draft resolutions and documentation preparation.
• Advises other units and sections seeking expertise in information architecture, content organization, and meta-data, including Internet/Intranet sites.
• Actively participates in knowledge sharing, knowledge management, web and publication efforts, providing library-related inputs and follow-up, as required.
• In coordination with ESCAP Learning Centre, conducts programs of outreach and user education to improve client use of information resources; develops presentations appropriate to client audience, using judgment of relevant institutional needs.
• Guides, trains and supervises general service and professional staff in the use of research tools.
• Performs other duties as assigned.

• Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

专业要求

Advanced university degree (Master’s degree or equivalent) in library science, information science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible experience in library science, information network administration, computer science, knowledge management or related areas. Experience in the above areas within the UN Common System or with an international organization is preferable. Experience in knowledge management is highly desirable.

语言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
