The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). This post is located in the Economy Division, Energy and Climate Branch, at the Paris duty Station. Under the general supervision of the Chief, Energy and Climate Branch, the incumbent will be responsible for the following:

工作内容

1. Plans, organizes and ensures quality of the work and outputs of the Energy Unit by:
•Overseeing the day-to-day activities of the Unit’s staff.
•Ensuring timely execution of UN Environment’s commitments.
•Ensuring the quality of progress and substantive reports and preparing draft correspondence.
•Monitoring budgets and expenditure of funds, and identifying resource needs.
•Identifying needs for regular staff and temporary expertise, reviewing Terms of Reference of consultants and individual contractors, and ensuring their effective supervision.
•Holding regular meetings with staff and assistants in order to plan activities, monitor progress and respond proactively to emerging issues.
•Appraising performance of staff in the Unit.
•Establishing and maintaining an effective work environment within the Unit.

2. Develops UN Environment’s work programme on clean energy and climate mitigation policy and its approach to engagement with a broad range of actors in the area of sustainable energy and climate policy by:
•Monitoring global and national policy and technology trends and identifying areas where UN Environment could accelerate a shift by governments and the private sector to renewable energy and energy efficiency technologies.
•Supporting countries to develop climate change policies and strategies, as well as monitoring and reporting activities as required by the Climate Change Convention.
•Developing partnerships with non-state actors, including those in the private sector, collaborating centres, and academia on sustainable energy and climate mitigation programmes.
•Identifying sources of funding for the programme, building relationships with donors, preparing project proposals for consideration by funders.

3. Supports the Branch Chief in guiding UN Environment’s climate change mitigation activities and in delivering the Branch’s contributions to UN Environment’s overall Programme of Work by:
•Identifying synergies between different projects that have an energy and climate policy focus, and developing projects that involve different units, branches, divisions, and regional offices.
•Providing quality and timely briefings as requested by Division Office and the Executive Office and drafting correspondence for senior management.
•Contributing as needed to preparations of meetings of the UN Environment Assembly.
•Contributing to inter-divisional cooperation and information sharing activities.
•Representing UN Environment at conferences and meetings as requested.
•Helping plan and undertake Branch communication and outreach activities, in close cooperation with the Information Officer of the Economy Division and of UN Environment’s Communications Division.

4.Supports the Branch chief in planning and implementing the Energy and Climate Branch strategy and optimizing the interactions and synergies between the Branch’s units, collaborating centres, other parts of the Economy Division, UN Environment’s regional offices, and other UN Environment Branches and Divisions.

5. Performs any other relevant duties.

Advanced university degree in engineering or environmental science, energy, science or technology policy, or economics, or an equivalent degree in a related field is required. A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible experience, of which at least four years are at the national or international level in a managerial capacity, in the field of environment, energy, climate change, or economics is required. Experience working in or with developing countries on sustainable energy or climate change policy is highly desirable. Experience working with policy specialists and government, private sector and intergovernmental representatives is also highly desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency English is required; Knowledge of another UN official language is an advantage.
