Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

This position is located at the Secretariat to the Governing Bodies (SGB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Secretariat Services Officer (Drug Control and Crime Prevention) reports directly to the Chief of the Secretariat to the Governing Bodies, under the overall supervision of the Director of the Division.

Within assigned authority, the incumbent will be responsible for the following duties:
• Provide technical and substantive support to the Commission on Narcotic Drugs (CND) in conducting follow-up to the special session of the General Assembly of the world drug problem held in 2016 and in preparing for the sixty-second session of the Commission, to be held in 2019.
• Assist in the organization and substantive servicing of the intersessional meetings of the CND, including research and analysis of material for the preparation of background documents, as well as reports and outcome notes of meetings.
• Support the organization and substantive servicing of negotiations processes of the CND.;
• Promote the Commission’s activities to ensure their visibility, including through the preparations for special events and the production of promotional material related to them, and promote the Commission’s work on social media channels and through audio-visual means.
• Plan and develop websites of the Commission, including on post-UNGASS (United Nations General Assembly Special Session) matters and for the preparations for the sixty-second session of the Commission.
• Conduct research and prepare or coordinate preparation of documents for the Commission, in particular CND subsidiary bodies, the Secretariat of the Economic and Social Council (ECOSOC), the General Assembly, as required.
• Provide substantive services for subsidiary body meetings of the CND; support the preparation and conduct of working groups; draft documents and reports (pre-, in- and post- session documents); as required.
• Support the Commission on Narcotic Drugs (CND) in carrying out its functions effectively as central UN policy-making body in drug-related matters.
• Liaise with Permanent Missions to provide information and clarification on the Commissions’ activities.
• Perform other work related duties as assigned.

Advanced university degree (Master’s degree or equivalent) in international law, political science, international relations, economics, administration or relevant related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of professional experience in working in international affairs is required. Substantive experience in working on international drug control matters is required. Experience in servicing of, including the application of relevant rules of procedure, and preparing documentation for intergovernmental bodies is required. Fully proficient computer skills and a profound knowledge of relevant software, in particular web applications and social media, is required.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, including excellent drafting skills, is required. Working knowledge of French and/or Spanish is highly desirable. Knowledge of another official United Nations language is an advantage.
