This position is located in the Justice Section (JS), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Chief of the Justice Section.

工作内容

The Crime Prevention and Criminal Justice Officer will be responsible for the following specific tasks:

•Plan, organize and provide substantive support and backstopping to UNODC field offices to facilitate the provision of technical assistance in the area of crime prevention and criminal justice reform, as well as direct technical assistance to Member States upon request;

•Provide technical expertise and guidance to national and regional counterparts, field offices and project staff in the implementation of technical assistance projects, programmes and activities in the area of crime prevention and criminal justice reform;

•Lead and/or participate in needs assessment, programming, and other technical missions, to evaluate and elaborate technical assistance projects, programmes and activities in the assigned substantive area;

•Develop partnerships and foster inter-agency cooperation and joint programming, as well as collaboration with other multilateral institutions and civil society in the assigned substantive area;

•Develop, review and appraise best practices, methodologies and programmes, in particular in the area of crime prevention, including urban crime, and contribute to their promotion and dissemination, pilot test promising practices through the design of special programmes and projects;

•Review programmatic and substantive sections of documents prepared by UNODC or collaborating offices to ensure correct reflection of policies and activities related to the assigned work area;

•Coordinate the preparation of reports to governing bodies, including the Commission on Crime Prevention and Criminal Justice, the Economic and Social Council and the General Assembly as well as other intergovernmental bodies and expert group meetings, in the area of crime prevention and criminal justice reform;

•Provide substantive support to intergovernmental bodies and expert group meetings convened for the review, revision or update of relevant UN Standards and Norms on crime prevention and criminal justice, and support the dissemination and implementation of such Standards and Norms;

•Develop, disseminate and promote the use of UNODC tools, including handbooks and training curricula, in the assigned work area, including supervision of the work of consultants and other staff as required.

•Perform other work related duties as required.

•Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Advanced university degree (Master’s degree or equivalent) in business administration, economics, international relations, law, political/social sciences, statistics, public administration, or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible professional work experience, including at the international level, in crime prevention, criminal justice, drug control or related area, as well as in handling development assistance programmes is required. Experience in analyzing expeditiously extensive substantive documentation and in preparing comprehensive policy and programmatic reports, briefs, summaries is required. Work experience in development and technical cooperation matters and understanding of the situation in developing, transitional or post-conflict countries in the area related to crime prevention is highly desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French or Spanish is highly desirable. Knowledge of other UN official languages is an advantage.
