This is a project post. The initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

This position is located in the Data Development and Dissemination Unit (DDDU), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief, DDDU and the additional supervision of the Legal Officer (Head of the Global Firearms Programme – GFP) in the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA). The incumbent will also work in close collaboration with the lead Research Officer and other analysts/officers of both GFP/OCB and RAB in Vienna and in the field.

The Statistician will be responsible for activities related to the Global Firearms Programme “Supporting Global Data Collection and Analysis on Firearms Trafficking and Fostering Cooperation and Information Sharing, in particular Among Countries Along Major Trafficking Routes to/from Europe” and provide relevant support to the Research Officer.

The incumbent will, in particular, perform the following specific tasks:

•Contribute to the overall implementation of the GFP project activities related to the collection and analysis of firearms data, conduct statistical analysis on trends, routes and patterns used in illicit arms trafficking, and support information exchange and cooperation among Member States. Contribute to the development and implementation of the global data collection on firearm trafficking, ensuring proper and comprehensive communication with Member States and government officials and a transparent and high quality data system.

•Develop and maintain the statistical database on firearms data.

•Develop and revise standards on relevant statistical concepts, definitions, data collection methods and classifications through methodological research and consultation with national and international experts.

•Organize and coordinate processing and dissemination of statistical data by selecting and implementing methods for data checking and processing.

•Identify data sources at national and international level on illicit firearms trafficking, assess their quality and incorporate their data into the database, as appropriate.

•Provide training and technical support on data collection programmes, country practices and other related information.

•Support national, regional and global data collection efforts on trafficking in firearms and related areas, with a view to strengthening national data collection capacities and enabling the production of periodic reports on illicit firearms trafficking, including the monitoring the achievement of target 16.4 of the 2030 Development Agenda.

•Prepare statistical outputs, graphs and maps for the research programme on firearms; prepare draft technical documents for international, intergovernmental and expert group meetings.

•Design and maintain a database of designated national authorities in charge of firearms related data collection and provide guidance and support on technical matters to facilitate their reporting activities, as appropriate.

•Organize and participate as a technical resource person in relevant field missions, training workshops, seminars, working groups and expert meetings on data collection.

•Guide the work of staff and consultants as needed.

•Perform other work related duties as required.

Has knowledge and understanding of theories, concepts and approaches relevant to organized crime and illicit trafficking in firearms and has knowledge of the mandates of the United Nations Office on Drugs and Crime. Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, sociology, other social sciences or related humanities field is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible professional experience, including at least two years at international level, in the collection, compilation, analysis and dissemination of statistical data is required. Experience in the use of database management tools is required. Relevant experience in the collection and analysis of statistical and qualitative data on drugs, crime and/or firearms at international level, including the development and use of specialised data collection tools, is highly desirable. Experience in training and capacity building in the field of statistical data collection is desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English with good drafting skills is required. Knowledge of French and/or Spanish is highly desirable. Knowledge of another United Nations official language is an advantage.
