Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
This position is funded by the Support Account for Peacekeeping Operations for a finite period of one year and may be extended subject to budgetary approval.

The Logistics Support Division (LSD) provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.
The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.
This position is located in the Supply Chain Planning Section of the Supply Chain Planning and Enabling Service in the Logistics Support Division (LSD) of the Department of Field Support (DFS). The Logistics Officer, Planning reports to the Chief of a Section and leads the Supply Chain Source Planning Unit.
The objective of the Source Planning Unit is to assess, analyse and integrate the global demand plan to develop a source plan, in support of field missions, and to monitor its implementation in line with the global demand plan.

Within delegated authority, the Logistics Officer, Planning is responsible for the following duties:
•Provides effective and timely planning, oversight, management and coordination of source planning activities; ensures effective and timely identification, prioritization, and aggregation of diverse logistics support requirements to ascertain suitable sources including in-house available resources, Member States (Letters of Assist) or commercial procurement.
•Assesses, analyses and integrates global demand to develop a plan for sourcing.
•Prepares Source Plan by selecting different sourcing options by taking into consideration quantities, timelines, cost estimates, delivery locations, existing contracts and determining sourcing strategy for demands not met by existing arrangements.
•Coordinates with the relevant technical sections/units within the Division in collaboration with the Procurement Division to finalize the annual supply chain planning requirements.
•Plans and co-ordinates supply chain and logistics support solutions to new, sustaining, expanding, and contracting peacekeeping operations and other field missions.
•Develops source planning policies, guidelines and procedures documentation for field logistics support.
•Provides effective management support and successful coordination of supply chain planning and logistics support activities to clients.
•Provides technical expertise to member states and field missions at headquarters and in the field on support related issues.
•Ensures that logistics requirements take account of gender-specific needs.
•Manages, supervises and carries out the work program of the Unit under his/her responsibility.
•Manages, guides, develops and trains a team of staff and/or mentor and supervises the work of staff.
•Performs other related duties as required.

专业要求
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, supply chain management or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodologies is desirable. Certification in supply chain management is desirable.

A minimum of seven years of progressively responsible experience in logistics planning or supply chain management in military, commercial or an international organization or related field is required. Experience in procurement or programme management is desirable. Experience in providing logistics and supply chain support services to or in a complex, volatile, conflict or post-conflict environment is desirable. Experience in an international environment is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
