The post is located in the Donor and External Relations Section, External Outreach Service of the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent will be under the supervision of the Chief of Section.

工作内容

Under the supervision of the Chief of Section, the External Relations Officer (Reporting) will be responsible for the following duties:

- Contributes to ensuring an office wide consistent and coherent approach to donor relations by:
Coordinating adequate follow-up to reporting obligations, including preparing ad hoc reports and inputs into the Annual Report; Undertaking missions to field offices in order to meet with the community of donors and coordinate fundraising and reporting activities with relevant staff members in the field offices; Ensuring, in cooperation with relevant colleagues at HQ and in the field, that appropriate fundraising tools and information materials such as newsletters, brochures, factsheets etc. are created and produced including the Annual Appeal and Annual Report; Ensuring, in cooperation with the Finance and Budget Section in (PSMS) and other relevant sections/units, that UN rules and procedures are duly respected; Providing advice to Divisions/Branches and field offices on office-wide fundraising policies, strategies and approaches; Keeping assigned donor profiles updated; Preparing various written outputs like drafting briefing notes, strategic and position papers for the senior management as requested; Drafting correspondence for donors; preparing funding and other statistical tables; researching, compiling, maintaining and up-dating information on donor relations; Following-up on pledges and the use of contributions and ensuring the maintenance of accurate and up-to-date information for senior management, staff and donors.

- Serves as focal point for a portfolio of assigned donors (governments, intergovernmental organizations, private donors and others) to generate and encourage the highest level of donor contributions.

- Develops and maintains key strategic partnerships with new donors (governments, intergovernmental organizations, private donors ) and others in order to achieve a broad donor base for OHCHR by:
Developing an in depth understanding of assigned donors’ (governments, intergovernmental organizations, private donors, and others) human rights, development and humanitarian policies and analyses opportunities for enhanced cooperation with OHCHR, by maintaining frequent and extensive contacts with assigned donors, including with the permanent missions in Geneva and donors’ capitals as appropriate; Participating in the negotiation of contributions and funding arrangements with assigned donors (governments, intergovernmental organizations, private donors) and other donors, striving for timeliness, predictability and flexibility and explores/researches additional sources of funding or potential private donor partners depending on assigned portfolio; Preparing funding submissions; reviewing and following-up on funding agreements with assigned donors; coordinates the presentation of strategies and programmes to the donors with OHCHR Divisions/branches and the field if appropriate including during annual consultations. Assists the Chief of Section in any of his/her tasks as requested.

PROFESSIONALISM:
Knowledge of external and donor relations including proven experience with the donor community; knowledge of programme management; knowledge of international affairs and the UN system especially regarding Financial Rules and Regulations; knowledge of and exposure to human rights/humanitarian or development issues and international affairs. Knowledge of OHCHR’s mandates and activities are desirable. Ability to identify issues, analyse and participate in the resolution of issues/problems. Capacity to analyse and assess as well as the skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the Internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Outstanding drafting skills in English are essential. Shows pride in work and in achievements; demonstrates professional competence and mastery of the subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Advanced university degree (Masters or equivalent degree) preferably in social or political science, public administration, business administrative or management, economics, international relations, or related fields is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作经验

At least five years of professional experience in the field of human rights/humanitarian or development work, either at Headquarters or in the field, out of which 4 years of experience in donor relations and resource mobilization with governments, is required. Field experience and experience working with complex donors such as the European Commission are an asset.

语言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and knowledge of French or another official language are required. Knowledge of a third UN language would be an asset.
