This position is located in Corporate Porgrammes Division (CPD) of the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. New York is classified as a “H” hardship duty station and a family duty station. The incumbent reports to a the Director of CPD.
工作内容
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
• Advises and assists the Director of Corporate Programmes on all activities related to the Division, including policy development, communications and advocacy, information management, humanitarian finance, and administration.
• Day-to-day management of the Director’s office, including oversight of correspondence flow, daily scheduling, drafting of correspondence, and ensuring the timeliness and quality of documents drafted by CPD branches.
• Prepares various written outputs, such as draft correspondence, official memoranda, background papers, mission reports, analysis and notes to the Senior Management Team as requested by the Director.
• Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including technical reviews to support policy development work and decision-making on important issues.
• Supports Director in partnerships with other humanitarian agencies to support humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. Ensures the proper use and spending of donor contributions channelled through OCHA.
• Supports the CPD Director to establish and maintain contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
• Undertakes and provides support to CPD Director on technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country office mechanisms.
• Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
• Supports Director on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
• Reviews and provides advice on policy, communications, IM, humanitarian financing, and administrative issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
• Organizes and participates in work groups, meetings, conferences, consultations with other OCHA branches and partners on humanitarian and emergency relief-related matters.
• Provides guidance to, and may supervise, new/junior staff.
• Performs other duties as required.

专业要求
Advanced university degree (Master’s degree or equivalent degree) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Required experience:
- A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.
Desired experience:
- Humanitarian field experience.
- Experience of working directly with and advising senior management.
- Experience managing a front office, including the supervision of staff.
- Experience in programme management and administration.
语言要求
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an asset.
