Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is funded by the Support Account for peacekeeping operations for a finite period of one year and may be extended subject to budgetary approval.

This position is located in the Supply Chain Performance Management Unit (SCPMU), Supply Chain Performance Management and Policy Coordination Section (SCPM&PCS) of the Supply Chain and Enabling Service within the Logistics Support Division (LSD) of the Department of Field Support (DFS) in New York.

The Logistics Support Division (LSD) provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.

The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.

The objective of SCPMU is to enable effective Supply Chain Management through the provision of complete, 360-degree visibility across the entire supply chain network and operations to support informed decision-making and communication among supply chain partners to improve the effectiveness, efficiency, responsiveness and agility of the Supply Chain.

Under the overall supervision of Chief of SCPM&PCS, the incumbent reports to the Chief of SCPMU.

Within delegated authority, the Logistics Officer, Performance Management will be responsible for the following duties:

•Provides effective and timely oversight and performance management to ensure adequate provision of diverse logistics support requirements in line with established standards and Key Performance Indicators (KPIs);

•Integrates and monitors the implementation of logistics support plans at all field missions including through monitoring and analysis of performance on high-level KPIs aligned to strategic goals of DFS to assess the overall health of the supply chain;

•Coordinates preparation of position papers and reports to policy-making organs in relation to Supply Chain performance management;

•Develops policy and procedures documentation for the implementation of integrated logistics support strategies for the field missions;

•Liaises between field missions, service centres, and Headquarters on issues pertaining to supply chain performance management;

•Manages, reviews and continuously updates the performance measurement framework to measure logistics support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions and other peacekeeping operations;

•Ensures the monitoring of material and personnel movement operations;

•Ensures that logistics requirements take account of gender-specific needs;

•Develops plans and procedures to measure response rate as to how fast the SC responds to the unforeseen changes in demand;

•May coordinate and direct a team of staff and/or mentor and supervise the work of new/junior officers;

•Performs other related duties as required.

专业要求

Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration engineering, supply chain management, logistics or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible experience in logistics planning or supply chain management in military, commercial or an international organization or related area is required. Experience in logistics or supply chain performance management is required. Experience in providing logistics and supply chain support services to or in a complex, volatile, conflict or post-conflict environment is desirable. Experience in an international environment is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
