This position is located in the Office of the Controller Office of Programme, Planning, Budget and Accounts (OPPBA), Department of Management (DM) The Financial Management Officer reports directly to the Assistant-Secretary-General, Controller, OPPBA.

工作内容

Under the direction of the Controller, the Financial Management Officer may be assigned, as appropriate, a combination of the following duties and responsibilities taking into account the distribution of assignments to the other staff of the Office:

•Review all financial agreements outlining the terms and conditions of voluntary contributions, including contributions in kind and non-reimburseable loans, and ensure that these agreements are consistent with UN financial policies, procedures and guidelines, and that there is a consistent and considerate approach to the acceptance of non-standard provisions and the granting of exceptions;
•Review requests for exceptions to the Financial Regulations and Rules and initiate and coordinate periodic reviews and/or proposed revisions to the Financial Regulations and Rules;
•Carry out studies of existing financial systems principally in the United Nations but also externally, when necessary, and prepare recommendations for improvements or the establishment of new systems within the United Nations;
•Develop methodologies for the review and monitoring of financial management systems, particularly those relating to internal controls and delegation of authority, including enhancing and coordinating the system for monitoring the use of delegation of authority;
•Identify priority issues and recommend courses of action particularly as they relate to regular expenditure analysis and performance monitoring of the financial resources of the Organization;
•Serve as a member of inter- and intra-departmental working groups and task forces established to review financial policies and operations;
•Receive, monitor and compile reports on cases of fraud, or presumptive fraud, for submission by the Controller to Board of Auditors and maintain confidential records on these cases;
•Evaluate, review and, if necessary, prepare delegations of authority of the Controller, and prepare for the Controller the extension or retraction of the delegation of authority as and when it is deemed prudent by the Controller;
•Represent the Office of the Controller on financial policy issues;
•Perform other duties, as deemed necessary by the Controller.

General
•Provide advice and guidance, including training, to headquarters and field staff on financial policies and procedures;
•Participate in inter-departmental meetings and/or technical survey missions on matters related to resource requirements;
•Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to financial matters, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
•Draft reports for intergovernmental bodies and for management on financial issues, and correspondence;
•Draft official documentation to Departments and Offices concerning the financial matters of the United Nations;
•Undertake research and analysis of financial policies and procedures, makes recommendations for changes and/or modifications;
•Ensure the integrity of financial and management systems and the controls that underpin them;
•Provide support with respect to representation of the Secretary-General in meetings of legislative organs;
•Represent OPPBA or division in inter and intra-departmental meetings;
•May plan, organize, manage and supervise the work of the Unit/Section assigned;
•May be asked to perform other related duties.

Work implies frequent interaction with the following:
•Budget, finance, accounts, administrative and substantive officers in the Secretariat and peacekeeping missions;
•Office of Internal Oversight Services; external auditors;
•Member state representatives in permanent missions, delegations, governments, etc., including military and civilian police representatives.

Knowledge of UN Financial Regulations and Rules and related internal directives and guidelines, and the ability to apply them in work situations. Knowledge of UN legislative machinery and procedures, UN budgetary and accounting policies and practices. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

专业要求

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible experience in administration, business, finance or related field is required. Experience in handling the legal aspects of donations and trust fund management is desirable

语言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an advantage.
