This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval, extension of the mandate and/or the availability of the funds

This position is located in the Force Generation Service (FGS), Office of Military Affairs (OMA) within the Department of Peacekeeping Operations (DPKO) in New York. New York is classified as an “H” hardship duty station and a family duty station. The incumbent reports to the Chief of Service, FGS and the incumbent serves as a civilian staff member and is expected to provide continuity and institutional memory and to organize the administrative and operational activities of the Service in close coordination with other Services and Teams in OMA.

Under the direct supervision of the Service Chief, Force Generation Service, the incumbent may be responsible for a combination of the duties listed under each heading below:

Coordination and Liaison

• Develops and prepares force requirements, concepts of operation and plans for new missions; plans for extended or large-scale force changes to, and/or termination of new and on-going missions.
•Liaises with Member States in regards to rotations, replacements and repatriations of military personnel deployed in mission areas.
•Provides technical advice on contingent-owned equipment (COE) claims submitted by Member States as required. Serves as the representative for all COE related issues as required.
• Provides expert military advice on force generation issues; prepares and takes part in integrated initial pre-deployment visits; contributes to the development of support plans for missions
• Prepares Memorandums of Understanding (MOUs) and guidelines for generation of forces with Troop Contributing Countries.
• Coordinates with different branches in DPKO and TCCs throughout the "Force Generation" process, from Initial determination of potential TCCs through the COE negotiation process, finalization of MOU agreements, deployment of troops and force adjustments.
• Verifies Member State preparedness to meet UN peacekeeping operations MOU and COE agreements.
• Serves, if required, as representative for the development and negotiation of MOU and Assistance agreements between Member States and the UN Secretariat for UN peacekeeping operations.
• Coordinates the recruitment process of senior military personnel for mission leadership positions in concert with other parts of the Department and maintain a list of current key staff personnel on
UN peacekeeping operations.
• Coordinates rotation and repatriation of individual military personnel (Military Observers and Staff Officers) with the Military Personnel Team as well as formed units in UN peacekeeping operations. Conduct rotation and repatriation of individual military personnel assigned as military advisers in DPA missions or offices.
• Generates individual personnel and formed units to meet the Operational Requirement developed by MPS for new and established UN peacekeeping operations.
• Takes part in integrated initial pre-deployment and technical survey missions.

Drafting and Research
• Develops and revises generic and mission-specific guidelines and procedures relating to military participation in peacekeeping operations.
• Produces mission specific guidelines and directives related to the Generation of Forces as required.
• Prepares staff performance evaluation reports on individuals in UN peacekeeping operations as required with Member States.
• Supports the preparation of mission specific Guidelines, Force Commander Directives and provides Inputs to Status of Mission Agreements (SOMA), Status of Forces Agreement (SOFA) as required, Memorandums of Understanding (MOUs) with Troop Contributing Countries and Guidelines to Troop Contributing Countries.
• Prepares papers/reports to assist in the force generation efforts of United Nations peacekeeping doctrine needed to support such plans.
• Undertakes the research and analysis required to support the Service tasks.

General Office Administration
• Responsible for tasking work and ensure proper coordination within the members of the Service.
• Oversees performance and output, and assisting in writing reports and performance appraisals for the General Service.
• Undertake these or similar duties anywhere within UN Headquarters as well as in field missions including deployment to the missions for up to 90 days.

Advanced university degree (Master's degree or equivalent degree) in public administration, international relations, security studies, defence, military science, political or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

National Command and Staff College degrees obtained from recognised institutions may be considered in lieu of first level degree. National War/Defense College degrees from recognised institutions may be considered in lieu of advanced university degree.

Required Experience:

1) A minimum of seven (7) years of progressively responsible military experience including command experience at the battalion/regiment or equivalent level.
2) A minimum of two (2) years of experience as a military officer on active national military service at the current rank of Lieutenant Colonel or Colonel or equivalent in any other branch.
3) Joint Staff Strategic experience at Army/Navy/Air Force Headquarters.
4) Experience serving in a United Nations peacekeeping operation in a military command position.

Desired Experience:

1) Staff experience in the military headquarters of a peace operation.
2) Experience in the Ministry of Defense or equivalent.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
