Within delegated authority and under the direct supervision of the Chief of Communications, Information and Outreach, the Public Information Officer will be responsible for the following duties:

Contributes to developing and implementing UNCTAD's media relations plans including:
• Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject specific issues, etc.); where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products; identifies media opportunities and develops and implements relevant materials and media outreach.
• Identifies resources and seeks funding and other assistance for major campaigns.
• Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems
• Manages the publications programme; produces materials for print/electronic/audiovisual media and edits communications for UN newsletters, periodicals, reports and books.
• Oversees and supports the engagement in social media platforms.
• Develops strategic partnerships with key constituencies, including media outlets, to elicit support to maximize the impact of promotional objectives; serves as a spokesperson/liaison to media organizations, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc.
• Prepares or oversees the preparation of a diverse range of information and communication products in support of campaign initiatives, including shaping messages and stories and proposing them to journalists and editors.
• Drafts complex material for UN newsletters, periodicals, reports and books and edits drafts prepared by junior officers.
• Evaluates results and impacts of communications activities; reports on developments, trends and attitudes regarding the UN.
• Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; organizes media coverage and arranges for media contacts, broadcasts, briefings, interviews, including print media; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization.
• Builds information networks; plans and oversees maintenance of publicly accessible information materials on UNCTAD; plans and develops outreach activities and identifies opportunities for media placement of UNCTAD experts.
• Supports UNCTAD's outreach and dissemination of information to international media and civil society and identifies opportunities to further disseminate the work of UNCTAD through their networks.
• Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems.
• Monitors media for potential reputational risks and supports UNCTAD's risk management efforts and coordinates responses across divisions and teams.
• Assists in the day-to-day operations of the unit, including by participating in the coordination of its substantive and administrative activities, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.
• May coordinate and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects.

Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. Out of these, at least three years of experience as a journalist and writing professional articles, op-eds or blogs are highly desirable. Experience in website management, social media and online community building is desirable. Experience in an international news agency or other globally-recognized media outlet is desirable. Experience within the United Nations Common System is an advantage.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French is required, knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
