This position is located in Field Operations and Technical Cooperation (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Geneva is classified as a hardship “H” duty station and family duty station. The incumbent reports to the Chief of the Africa Section II under the overall supervision of the Chief of the Africa Branch.

The Office of the High Commissioner for Human Rights (OHCHR) is mandated to promote and protect the enjoyment and full realization, by all people, of all rights established in the Charter of the United Nations and in international human rights laws and treaties. OHCHR is guided in its work by the mandate provided by the General Assembly in resolution 48/141, the Charter of the United Nations, the Universal Declaration of Human Rights and subsequent human rights instruments, the Vienna Declaration and Programme of Action the 1993 World Conference on Human Rights, and the 2005 World Summit Outcome Document.

The mandate includes preventing human rights violations, securing respect for all human rights, promoting international cooperation to protect human rights, coordinating related activities throughout the United Nations, and strengthening and streamlining the United Nations system in the field of human rights. In addition to its mandated responsibilities, the Office leads efforts to integrate a human rights approach within all work carried out by United Nations agencies.

Within delegated authority, the incumbent will be responsible for the following duties:

• Develops proposals for technical assistance and capacity building projects and programs, and supports or coordinates their implementation;
• Evaluates the requirement for, plans and supports human rights presences in the country/region concerned;
• Proposes courses of action to the Senior Management by researching, collecting and analyzing information gathered from diverse sources on human rights related developments/issues in a country or sub-region;
• Leads and/or participates in internal/inter-agency field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission reports and summaries, etc;
• Coordinates and participates, as necessary, in preparing new agreements, memoranda, project documents and revisions of on-going ones in line with OHCHR and UNOG requirements and within the available resources;
• Provides substantive backstopping to consultative and other meetings, conferences, etc.; Monitors the use of resources, progress of projects and resolve any issues in a timely manner;
• Collects and analyses all information regarding the human rights situation in one or several countries of the region and prepares reports, documents and other written materials thereon;
• Processes individual cases of alleged violations under existing thematic procedures; Strengthens the capacity of governments and NGOs to effectively interact with human rights treaty bodies, including through provision of technical assistance in the preparation of periodic reports, facilitating the contribution of civil society to the reporting process, providing oral and written briefings on country situations to Committee members, and disseminating concluding observations at the country level;
• Supervises the timely delivery of outputs specified in the work plans of geographic desk officers and other support staff;
• Contributes to the preparation of the Strategic Management Plan, the implementation of its work plan and budget programming, its monitoring and evaluation, and the preparation of reports on its implementation;
• Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take.
• Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provides, as appropriate suggestions and recommendations.
• Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council.
• Supports the work of treaty-established bodies and extra-conventional mechanisms and special procedures.
• Prepares relevant human rights parts of reports for the General Assembly, HRC, etc. notes on the status of ratification of human rights instruments, etc.
• Works with UN and non-governmental programmes in the country/region to integrate human rights, including their gender dimensions in their programs; helps design and implements the human rights program and designs the organization and focus of the evaluation.
• Trains and supervises new/junior staff.
• Performs other related duties as required.

Advanced university degree (Master’s degree or equivalent degree) in law, human rights, political science or international relations, or other related disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Required experience:
- A minimum of seven years of progressively responsible experience in human rights.
- Experience in drafting analytical papers on human rights.
- Experience monitoring and evaluating activities relating to the implementation of international human rights instruments.

Desired experience:
- Human rights related field experience in a transitional, developmental, conflict or post-conflict setting.
- Experience in capacity building.
- Experience supporting international human rights mechanisms.
