Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period, expected to be 1 September 2019. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended. The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the "Staff Selection System" and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of "internal candidate" in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she is at a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally reassigned, promoted or transferred to the position without further selection process under ST/AI/2010/3. The initial appointment of an external candidate against this temporary vacancy will be for period of one year.

The post is located in the Independent Evaluation Unit (IEU), Office of the Executive Director (OED), United Nations Office on Drugs and Crime (UNODC) in Vienna. IEU is functionally and operationally independent. IEU is responsible for carrying out the evaluation function of UNODC and reports directly to the Executive Director and Member States on evaluation processes and results. The Unit further engages closely with all internal and external stakeholders, including Senior Management, the United Nations Secretariat, other evaluation functions within the UN system as well as oversight bodies to strengthen coordination and cooperation. The incumbent will report directly to the Chief of IEU and act as Deputy to the Chief in the management of the Unit when required.

Within delegated authority, the Evaluation Officer will be responsible for the following duties:

•Manage in-depth evaluations and backstop independent project evaluations by ensuring that evaluations are carried out in an impartial, objective and credible manner following UN standards and rules, including those provided by the United Nations Evaluation Group (UNEG), as well as ensuring increased quality of the products of the Unit in line with the recommendations of the OECD/DAC-UNEG Professional Peer Review in 2016.

•Contribute to the development of UNODC’s capacity for evaluations, and provide substantive guidance and technical support to managers in this regard, also in relation to the new web-based evaluation application (Unite Evaluation).

•Assist the Chief regarding the Unit’s circulation of its reports simultaneously to the Executive Director and to Member States with management responses and evaluation follow-up plans subsequently provided.

•In close cooperation with the Chief support Member States to strengthen national evaluation capacity in line with the mandate contained in General Assembly resolution 69/237 and the 2030 Agenda.

•Provide support in implementing the Bangkok Declaration in relation to national evaluation capacity building and in close liaison with UNEG partners.

•Participate in IT-based tools development to further institute National Evaluation Systems that enable the review mechanism of targets of the UN Sustainable Development Goals (SDGs).

•Contribute to the development of the UNODC normative standards and evaluation tools, such as the evaluation policy and guidelines, in accordance with the international standards and best practices as identified by the General Assembly, other UN relevant organs and offices, including the United Nations Evaluation Group (UNEG) and ensure adequate involvement of UNODC Member States as per established guidelines and mainstreaming of human rights and gender equality into the evaluation process.

•Identify best practices and lessons learned, promoting their use to improve UNODC programmes’ performance.

•Organize and participate in the strengthening of evaluation management capacity in UNODC through systematic capacity-building and tailored training .

•Plan, prepare and coordinate activities related to budget and funding, manage efficiently the use of resources.

•Support the Chief in the coordination and follow-up with Oversight Functions in the UN system (e.g. Office of Internal Oversight Services (OIOS), Joint Inspection Unit (JIU), etc.).

•Participate in the recruitment of staff, consultants, interns, etc.; provide guidance and supervision to junior staff of the Unit.

•Provide substantive support and backstopping in the elaboration of the annual work-plan of the Unit; act as Deputy to the Chief in the management of the Unit when required.

•Assume additional responsibilities regarding the work, outreach and strengthening of IEU as and when required.

•In cooperation with the Chief, coordinate programme performance reporting.

•Liaise with UNEG as well as with leading international training institutions in the area of evaluation.

•Perform other work related duties as required.

An advanced university degree (Master’s Degree or equivalent) in evaluation, social sciences, economics, law or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in evaluation of projects/programmes or a related area, including several at the international level is required. Comprehensive experience in and knowledge of evaluation methodologies, policies, procedures and operations in an international organization or the United Nations system is required. Experience in leading or acting as Deputy of an evaluation function at the international level is highly desirable.

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
