The Department of Field Support (DFS) is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and political offices. Within its responsibilities, the Field Budget and Finance Division of DFS coordinates the negotiation of Memoranda of Understanding and the calculation of reimbursements exceeding $800 million annually to countries contributing more than 300 separate military and police contingents to field missions.
This position is located in the Policy and Guidance Section (PGS), Budget and Performance Reporting Service (BPRS) of the Field Budget and Finance Division (FBFD) in the Department of Field Support (DFS). The Finance & Budget Officer reports to the Chief of the Division and/or Chief of BPRS.

Within delegated authority the Finance and Budget Officer performs the following functions;
•Provides guidance and other support to field missions with respect to resource requirements for budget submissions.
•Monitors and provides guidance to field missions on the management and stewardship of budgetary resources, ensuring compliance with regulations and rules and established policies, procedures and result-based budgeting methodologies.
•Prepares budget/programme performance submissions in accordance with IPSAS requirements.
•Reviews and analyses field mission budget proposals, monitors performance parameters and critical indicators.
•Provides substantive support to relevant intergovernmental and expert bodies.
•Provides advice and guidance to field missions and DFS counterparts on budgetary and financial policies and procedures, including results-based budgeting and the development of innovative practices, new procedures and crosscutting analysis of major resources.
•Participates and provides support on programmatic/substantive issues, on organizational discussions with representatives of other Departments of the Secretariat and within the UN System as needed.
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Drafts reports for intergovernmental bodies and for management and budgetary issues and correspondence.
•Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications.
•Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
•Ensures the integrity of financial and management systems and the controls that underpin them.
•Provides support with respect to representation of the Secretary-General in meetings of legislative organs.
•Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
•Provides guidance and training to junior staff.
•Provides support in fostering teamwork and communication among staff and across organizational boundaries.
•Incumbents may be asked to perform other related duties.

Advanced university degree (Master’s degree or equivalent degree) in business administration, finance or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional accreditation as a Certified Public Accountant (CPA), Chartered Accountant or a similar professional accreditation is desirable.

A minimum of seven years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Three years of experience in budget development and financial administration of resources at the international level is required. Experience conducting research and analysis of budgetary policies and procedures is highly desirable. Experience working with international public accounting standards in a controlled environment is desirable. Experience leading and providing guidance to a team is desirable.
语言要求
English and French are the working languages of the United Nations Secretariat. For this post advertised, fluency in English is required. Knowledge of other UN official languages is an advantage.
