This position is located in the Communications and Public Mobilisation Section, External Outreach Service, Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Chief of External Outreach Service.

Under the supervision of the Chief of the External Outreach Service, the Chief of the Communications and Public Mobilisation Section is responsible for the following duties:
• Conceptualizes designs and executes the overall public information strategy, programme and activities for the Communications and Public Mobilisation Section (Social media, Editorial, Web, Campaign).
• Provides technical and policy advice on complex public information and communications issues; develop and disseminate best practices.
• Leads and directs a team of public information officers; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
• Creates and maintains networks of high-level communications contacts with a wide range of stakeholders; represents the organization in important meetings, conferences, events, etc.; promotes joint public relations ventures.
• Contributes to the development of institutional public information policies.
• Assesses the overall effectiveness of the public information strategy and programmes and makes needed changes in approach and technique.
• Provides diverse materials (briefings, questions and answers) for use by senior officials, develops or overall sees development of high profile multi-media communications campaigns; sets quality and production standards for information dissemination.

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
工作经验
A minimum of ten years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.
A minimum of 5 years of experience managing a communication team is desirable.
Experience developing global communication campaigns is desirable.
Experience working at the international level is desirable.
语言要求
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required, knowledge of French is desirable. Knowledge of another UN official language is an advantage.
