This position is located in the United Nations Economic Commission for Europe (ECE), Environment Division.

ECE Environment Division contributes to the overall objectives and mandate of ECE as a multilateral platform facilitating greater economic integration and cooperation among its member States, and to the broad aim of the Environment subprogramme to safeguard the environment and human health, and to promote sustainable development in line with the 2030 Agenda for Sustainable Development by supporting the implementation of the Sustainable Development Goals (SDGs).

Under the overall supervision of the Director, Environment Division, ECE, the incumbent will be responsible of the following duties:

- Provides assessments for the understanding of economic aspects of environmental policy analysing economic trends and policies;

- Assesses and includes economic considerations and instruments in the work on. environment, sustainable development, climate change and green economy, to increase the effectiveness of implementation of legal instruments under the ECE environmental conventions and protocols;

- Provides economic input for the Environmental Performance Review (EPR) programme, including possible missions;

- Compiles inputs and drafts reports from Environment Division for stock-taking exercises and surveys requested by the Secretary-General, United Nations Department of Economic and Social Affairs (DESA), ECE Executive Committee (EXCOM), the ECE Executive Secretary, the Division Director or by other UN agencies and international organizations;

- Compiles and drafts information notes, talking points, speeches, and outgoing letters for the Executive Secretary and the Division Director;

- Serves as a focal point and represent the Environment Division in internal and interagency task forces and other meetings in the areas of 2030 Agenda/SDGs, climate change, green economy, biodiversity, United Nations Development Assistance Frameworks (UNDAFs), UN Development Accounts, gender issues, training of Division staff, and cross-cutting issues (interface with sustainable energy, housing and land management, statistics, sustainable transport, trade, forestry subprogrammes), and others as assigned by the Director;

- Supports the Division Director with workload and workflow analysis, including recommendations on improving efficiencies; providing input for reporting on the Executive Secretary's Senior Managers Compact, implementing internal ECE guidelines, directives and policies, and in organizing divisional meetings and retreats;

- Takes notes in job interviews, in senior managers' meetings at divisional level and in high- level meetings with the Director, at meetings of the ECE Grants Committee, and draft reports/minutes of meetings.

Advanced university degree (Master's degree or equivalent degree) in economics or other related field is required. A first- level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作经验

At least five years of progressively responsible experience in the areas of economy/environment in government service, research institutions or in international organizations is required.
Experience in environmental policy in countries in transition is desirable.

语言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Russian is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
